Licine Jane (Hazzard) Carter, affectionately known to many as "Tiny," passed away peacefully on July 16, 2026 at the age of 75, surrounded by the love of her family.
Born on February 7, 1951, in Worcester, Massachusetts, Licine was one of six children born to the late Leonard and Patricia (Toney) Hazzard. Raised in Worcester, she graduated from Doherty High School and remained a proud resident of the city throughout her life. Licine dedicated 26 years of service to the Commonwealth of Massachusetts as an accountant before retiring.
Throughout her career, she also enjoyed working in a variety of part-time positions. She was also a proud member of the Hassanamisco Nipmuc Band, where she generously volunteered in many capacities over the years.
Licine lived a vibrant and full life. She had a passion for traditional tribal beading, loved to travel, and cherished attending Doo-Wop shows. Above all, she was a woman of faith and family who brought warmth and joy to those around her.
She is survived by her devoted husband, Robert Carter; her children, Robert Carter III, Tashanna Carter and her husband Mathew; her stepson, Reggie Short of Michigan; her goddaughter, Nia Licine Holley; and her godson, Malachi Adams-Glover. She also leaves behind her beloved sisters, Nellie P. Toney-Butler and Nancy Charleston, both of Worcester, along with many cherished nieces, nephews, cousins, and extended family members.
In addition to her parents, Licine was preceded in death by her siblings, Paula Rucker, Barbara Nwalozie, and Leonard H. Hazzard, Jr.
Licine will be deeply missed and fondly remembered for her determination and fierce independence. She always spoke her mind, a quality her family will remember with laughter and love.
Calling hour for Licine will be held on Tuesday, July 28, 2026, from 10:00am until her Funeral Service at 11:00am all in the Mercadante Funeral Home & Chapel, 370 Plantation Street, Worcester. Licine will be laid to rest immediately following services in Worcester County Memorial Park, Paxton.
